Bruce, a Managing Director and Portfolio Manager at Dover, handles clients out of our Atlanta office. He is also a member of Dover’s Investment Working Group
For the past 35 years, Bruce has guided private clients through the financial markets toward the realization of their long- term goals. Bruce joined Alex. Brown & Sons in 1985 where his initial experience in institutional fixed income provided a grounding in the value of high-quality fixed income in the portfolio objectives of preservation of capital, income, and liquidity. For the past 20 years at Janney Montgomery & Scott, Bruce managed portfolios with the dual objectives of current income and equity growth. Bruce’s practice is also focused on retirement planning as clients approach retirement age, and their children become more involved in their financial life. His door is always open, wherever one is on their financial journey.
Bruce and his wife Louise are parents of two daughters, one with special needs. They are active advocates and supporters of special needs initiatives. Bruce is a graduate of the University of Georgia and holds an MS from Georgia State University.
Jesse Ellington
President
Jess Ellington is a dedicated, experienced investment professional with a history of working in nearly every corner of the wealth management industry, including equity analyst, consultant, family office, hedge fund founder, and RIA owner. He has spent his 35-year career serving clients, managing sophisticated investment products, generating exceptional returns, and driving creative change within the wealth management space.
In 2022, he co-founded Dover Advisors after eight years as Senior Vice President, Chief Investment Officer, and Head of Asset Management Services for Richmond, Virginia-based, Atlantic Union Bank Wealth Management. While at AUBWM, Jess directed a team of 10 investment professionals in the trust and asset management division, overseeing 1,100 clients and $2.4 billion in AUM. He also built and managed the RIA division with 22 employees and $1.7 billion in AUM. Jess is a proud graduate of the University of Virginia for his undergraduate degree and M.B.A. and serves on a variety of boards.

Maxwell, a co-founder of Dover Advisors, has spent 25 years in the trust and wealth management business. Initially hired by Tredegar Trust Company in 1997, Maxwell and his colleagues and clients underwent a series of mergers and name changes, resulting in his most recent position as Senior Vice President and Trust Advisor with Atlantic Union Bank Wealth Management.
Prior to his stint at AUBWM, Maxwell served as Senior Vice President and Head of Client Administration for Middleburg Trust Company from 2010 to 2019. During this time, Maxwell was charged with overseeing client administration amongst four offices in Richmond, Alexandria, Middleburg, and Williamsburg, with assets under accountability peaking at $1.7 billion. Maxwell served as the Chairman of Middleburg Trust Company’s Administrative Officer’s Trust Committee for over a decade and is a past president of the Trust Administrator’s Council of Richmond.
Maxwell and his long-time, trusted colleagues are excited to continue serving clients in the manner they are accustomed to and deserve.
James E. “Ned” Abbe

James E. “Ned” Abbe brings more than 30 years of wealth management experience to Dover Advisors. Becoming licensed in the brokerage industry on Black Monday in 1987, Ned has navigated every conceivable market scenario in his career. Soon after joining Tredegar Trust Company in 1999, he crafted and continuously monitored portfolios for individuals, retirement accounts, foundations, and trusts. While actively managing more than $250 million in tailored portfolios, Ned served on the Investment Committee of Atlantic Union Wealth Management and its predecessors for over 20 years. During that period, he also provided equity research, helped build the stock and mutual fund models, and began his career with Tredegar managing the fixed income portfolios for the firm.
A lifelong learner, he maintains memberships in the CFA Institute, CFA Society Virginia, and is a Certified Financial Planner (CFP). Ned is passionate about using his knowledge base to help families find solutions to achieve their goals.
Over the last three decades, Ned served on numerous nonprofit Boards including the Richmond Jaycees and The Grace Place Adult Day Care, where he also served as Treasurer. If he is out of the office, you will likely find him with family and friends on the water.

Prior to helping start Dover Advisors, Tracy worked for 13 years alongside Ned Abbe and Maxwell Wallace focusing on high level customer service to deepen long term client relationships at Middleburg Trust Company.
Tracy has worked on both the operations and client services side of wealth management, allowing her to develop an uncanny knack for problem solving on behalf of her clients. Her broad knowledge and experience with operating systems, as well as client service, enable her to provide an unmatched customer service experience.
Tracy began working in wealth management in 1994, starting on the brokerage side with Smith Barney, transitioning to Kanawha Capital Management, an RIA, in 2002, and then joined Middleburg Trust Company in 2009.

After graduating from St. Christopher’s School, John Mason attended the University of Virginia and earned his BA in History.
After school, John Mason worked in banking and owned and operated a small business until 1995 when he helped form the Tredegar Trust Company. He served as President and CEO of the Trust Company and its successor, Middleburg Trust Company, for most of the 25 years he was there until 2020. During his tenure, he served on the Investment Committee overseeing in excess of $1 billion in assets, and as a director of both the Middleburg Trust Company and the Middleburg Investment Group.
John Mason has over 25 years of Trust and Investment experience. In August 2022, John Mason came out of retirement to join and help form Dover Advisors. He is an equity partner and Managing Director of the firm.
Rick L. Hinchberger

Investing other people’s assets has been a life-long passion for Rick. The challenges and opportunities in today’s markets are so engaging that Rick has come out of retirement to do what he loves to do: manage portfolios. He brings investment experience encompassing over 42 years to assist his clients in managing their assets. Having managed portfolios from $500,000 to $125 million, Rick is excited to be working with the team at Dover Advisors.
